Here is how a plug and play solar panel can be made safe. A small smart controller plugs into the wall outlet with its standard 3 prong AC 120 VAC plug that is rated at 10 amps 1200 watts max power from the solar panel. The smart controller has a second male receptacle socket with two recessed prongs but these have no voltage on them from the AC power line. Plug in the female connector from the solar panel into this recessed socket. Provide sunshine. The controller senses DC voltage from the panel and also AC voltage from the utility. Once it is happy both sides are working it then switches on the power transfer. The controller continuously finds the correct voltage for the max power point of the solar panel. The AC circuit is magnetically coupled to the solar panels, never to come in direct contact. If there is a voltage fluctuation or frequency deviation on the AC side, it senses something is wrong and shuts off momentarily. If the voltage is absent it stays off. It can be designed to be safe.
